If your domain transfer failed with this status, the domain may already be registered with Namecheap and may currently reside in another Namecheap account, in which case it cannot be involved in the transfer process.
To move a domain between Namecheap accounts, you may use the ‘Change ownership’ option instead of transfer. This is a free service and takes effect immediately once selected. The Change ownership procedure is to be performed by the current domain holder. You may find the current domain holder’s contact information at Namecheap Whois Search tool.

All Namecheap transfers are risk-free. In case of transfer failure, a full refund will be issued to your Namecheap account balance. This information can be found in your Namecheap account Dashboard.
Once all modifications are made and the domain name is prepared for the transfer, you may resubmit the transfer at Domain - Transfers
page. If you have a credit card or PayPal as a default payment method, make sure you change it to 'Account Funds' in 'Edit Order Details > Change Payment Details' menu before clicking 'Pay Now'.
